I think prime Pacquiao is better P4P than Mayweather. The answer is always Sugar Ray Robinson, but Ali, Whittaker, Duran and others should be mentioned.

Mayweather held all those belts under 160, which make them all useless to me. 6-7 belts over a 30lb range? That is just silly. Heavyweights are just the top tier and the P4P title is meaningless. I've seen Holyfield give up almost 50lbs in one fight. Mayweather has never given up 5..
