Per CNN the fires were started because the wind caused a branch to fly into the power line. As I read here the power company didn't upgrade their power lines and pocketed the money.
If thats the case the power company should be held liable for these fires. They have a responsibility to protect their power lines and were negligent in their responsibilities.

And we should make them raise their rates so that they can pay massive fines to California’s government! Sounds like a tax on electricity to me.

Environmentalists who protested backburning share the blame, too. The same thing happened in Australia in 2001, causing some of the worst fires around Sydney in history, which I had to deal with.

Wouldn't surprise me if the environuts don't let the power company trim trees along their power lines in order to avoid such a situation as this.
