I would imagine the State Department that hired him qualify as DC politics, and would know.
What is more likely, that there is an elaborate plot involving people that Trump selected and appointed to position your genius politician to say something that could be manipulated to mean that he wanted to us US aid for personal gain

He did want to use US aid for personal gain, and was willing to withhold it to get the investigations he has publicly called for?
