Those are some massive ticks! They drinking that blood while the deer is in velvet. Once he scrapes antlers back to bone they either drop off or move to the hide

That is not normal. Any other deer in the are with that? It is usually a sign of a larger health issue with the deer.

Ticks i would assume too. If you ever shot a buck with a hole or hollow indention in the antler it is often caused by ticks in velvet

I shot a buck in Georgia that was so covered with ticks I let it lay . Every orifice had hundreds, I was afraid to touch the damn thing because they were releasing and crawling everywhere. Lyme disease was bad that year .
