Hmm, outside of if she doesnt use it much and they wont raise it for that reason, I dont know.

That may well be their reason, but it's interesting they follow that line but other banks don't.
I do believe though it's issued by Capital One, and I know that bank can be stingy.
Also, I had read in the past that the highest credit limit they will ever issue is $3,000.
