I don't think anyone has ever tried to claim Baltimore as a safe city, but now they're DEFINITELY screwed.

So I'm fairly certain that this is the guy who was mainly responsible for adherence to the consent decree for NOPD. and Harrison brought him to Baltimore in anticipation of that dept getting their own consent decree, which he would then manage.
I'll be curious if this changes his opinion on things.
If they find the perps, I have a feeling this is going to end poorly for them.
