Can anyone explain the difference between whatever this is and the normal fiscal budget that comes around every 10/1?

I find it highly unlikely that they came up with a FY2020 budget 3 months ahead of schedule.

Also, this has nothing to do with wall funding.

Hopefully it at least trims some spending to reduce deficit a little bit.
