If you're unwilling to take it, or find a friend who can take it, even if just for a little while, you're lost.
I would NOT return the dog to the owner, if he's a bad off as you say, but I also would not give him to a shelter, for the dog will be euthanized within a week.

Keep this pup and help him/her get back to a normal life. After you rehab the pup & you aren’t into it you can rehome the pup. If you like the pup after it all, you’ll have a new best friend.

I’d say sleep on it. Let the dog even out a bit and maybe a friend/family/poster steps up. If you are in town this week, give it a shot.
