My A.A. sponsor says it definitely counts and he's 30 years sober so I trust his opinion.

I was locked up for the first 10 months of my sobriety. It's not as easy as you think being sober in jail. No alcohol, but drugs are very plentiful and there are a lot of reasons to want to be fricked up.
