The NBA, who has to sign off on all contracts.

They can disallow contracts and have, in the past, punished teams who tried to circumvent the cap.

Breaking news: The NBA just altered the salary cap and created the new exemption that gives the GSW and whatever team LBJ is on an unlimited salary cap.

And another fun fact... two of the Michigan teams that Pelinka played on and made it to the final four had their wins vacated for cheating.
