I'd wait--6 hours underwater is nothing in the life of a plant. If anything, the prolonged soaking might encourage germination. Some seeds are soaked overnight before planting.

Agree. Give them more time before you make a decision.
What are the odds of your garden flooding again? If it’s in a low spot with poor drainage, you might want to rethink the location. Or do raised beds.
