To give a specific name as was requested, Kevin Hasset is the Chairman of the Coucil of Economic Advisors, and the CEA is the organization that provides constant budget feedback to the president and crafts the Economic Report of the President. Trump relies intimately on this council for all economic policy, and this council is staffed almost exclusively by PhDs.
If you think Trump does not work with PhDs, regardless of whether you are pro trump or anti, you are proclaiming loudly for the entire board to hear that you are living in an extremely small, insulated bubble which has kept you fundamentally disconnected with even the most basic realities of modern politics.
