This is his modus operandi. A lot of lip service, but never picking up a shovel, screwdriver, or whatever tool is needed. And while he is getting others to do the actual work, he wants others to pay for it, while cutting out a big slice of the pie for old Gravy.
He is smart enough to see that the local money is about to dry up when St. George comes in. This is why he is trying to figure a way to access state funds. He probably has an eye on some federal grants, and funding from the feds too.
Administrative fees have to be paid when doling out that fed money. He was not sucking up to Crazy Maxine for nothing.

Speaking about fees, how much you want to bet he runs as an unaffiliated party? It's $300 filing fee to run and an extra $150 party fee to run as a D or R.

He's not as crazy as he used to be but get him started on Sharon Broome or the "chalupas" aka illegal immigrants and he'll get fired up.
Main difference now is he follows a more continuous and linear script. He used to just go completely off the rails and rant and rave about 5 different topics at once.
