Show me the law. Everything I've seen on this matter states that you can cut the tree limbs back to the property line, but no further.
Matter of fact, I've done this very thing many years ago to a couple trees my former neighbor had right next to the property line and cut some of the limbs back to within a few inches of the property line to make sure I didn't intrude onto his property.

I vaguely remember a thread on here recently about something similar and I believe it was stated that the law had changed recently in Louisiana and you can no longer trim branches from you neighbor's tree without their permission.

There was nothing said about this.
The OP is asking about having a neighbor cut down pine trees and whether or not he should be expected to pay for some of it.
If I have a tree in my yard that I am perfectly fine with, I sure as hell will not pay to have it cut down. I was saying, at best, if he wants them removed just because he doesn't like them there, I would tell him if he really wants them cut down then if he agrees to my terms he can have it removed. If not, then it's on my property and if I wanted them removed, I would have already had the removed so I am not going to get them cut down just because someone ask me.

I have a tree in my neighbors yard that reached over to my property and requires me to clean my gutters ever month or so. I’m about to prune those fricking things.

Tree laws in Louisiana, as of 2016'
"An owner has the right to demand that the branches or roots of a neighbor's trees that extend over or into his/her property be trimmed at the expense of the neighbor;"
" An owner does not have this right if the roots/branches do not interfere with the enjoyment of the property."
"It is illegal to injure a tree without the owner's consent.
"If someone deliberately damages an owner's tree, they are liable to the owner for triple damages."
Louisiana fallen tree liability:
Under Louisiana law, a tree owner is not liable simply because his tree falls and damages another’s property. Rather, someone seeking recovery for such damage must prove that the tree’s owner knew or should have known that the tree was diseased or otherwise “defective.” A tree owner is not under a general duty to become a professional arborist in order to diagnose a non-apparent defective condition of an apparently healthy tree. He must, however, take appropriate steps to evaluate the tree’s condition and to prevent damage through ordinary maintenance.
"A property owner is able to avoid liability for property damage by showing that the damage was caused solely by an act of God, such as a hurricane. This defense does not apply, though, to liability for the removal of the tree (as opposed to property damage caused by the fallen tree). Thus, a property owner does have a legal obligation to take steps to remove his tree off his neighbor’s property."

I’ll be home tomorrow afternoon. Happy for you to have our pines cut down. They’ll have to do the work from your side of he fence though. Can’t get the equipment back to the back from our side.

If your diseased tree hangs over my driveway and I bring it to your attention and you are too big of a dipshit to do something about it that’s a problem. Don’t be an a-hole neighbor
