You mean like a deaf-mute needing 911 or someone having a stroke that can't speak or a hostage situation where you can't talk for fear of being caught?

If you call 911 and don't speak, the operator will listen for sounds that indicate you need help or will ask you to tap the phone or make some other kind of signal that you need help. Then, they're going to dispatch someone to check shite out if it isn't blatantly obvious that it was a butt dial.

If it's a situation where text messages are the only cell communication going through, they already know you need help along with everyone else.

Some 911 systems accept texts, but they would much rather you call because they can get more information just by listening if you can't speak. If you can speak, they can better dispatch help, give directions until help arrives, etc.

This. Plus domestic violence would be a big one when you don’t want to further anger the abuser by vocally calling the police so they can hear.
