Yes. They will, when the choices begin with all women in history - and go to a select group of 64 - then progressively fewer. Some voters will no longer have their favorite as an option.

Plus, with the 1-5,1-4,1-3,1-2 and then straight 1-1 vote point ranking system, less than 1st place points add up and have a major effect on winners. Also, despite an individual's personal opinion of who is #1, a person's list will also recognize choices that are common - i.e. the real icons. Also, your way has more ties that cannot be accurately resolved in a seeding process - one of the major mathematical Achilles heels of your system.

My way is not perfect, but it's better than your way. Your way has major contenders eliminating each other in early rounds. It's like if we still had regional Olympic trials, and the two fastest men in the world lived in Texas. Only one would make it out of the region in your system, and go on to the games. The second fastest man in the world would stay home and watch the Games on TV.
