I think 25-30k is about right. Plus you can get a really tight, well knit ground at that size (Take Selhurst Park or Craven Cottage for example)
But then again, I do believe Cincy has an established fanbase so maybe a tad more would do.
Hell, Bournemouth in the Premier League only has a 12k capacity stadium...

It’s a tough balance to strike between supply/demand. You can create artificial scarcity by limiting ticket availability but if you create too much scarcity you’ll miss out on ticket revenue.
I imagine Portland wishes their 9k person season-ticket waitlist had been translated into 7 or 8k revenue-generating seats instead. Even at a slightly lower price.
