Based on what? The markets are still heavy in favor of Scott. Everything that I've seen points to Scott's lead being well beyond any fluctuations you would expect to see in a recount. Schumer is just trying to jazz up the narrative that Rs don't believe in counting every vote. If every vote was counted then Nelson would've won!!

If an election can be stolen away from the person with 60,000 plus votes ahead, the dims will magically win all 50 states in 2 years.
