Why was marijuana legalization not on ballot in LA

Reading that other states legalized marijuana. Why was this not a topic on the ballot in New Orleans?

1. The top half of the state is in the Bible belt. They believe you need to be protected from yourself from sinning.
2. There hasn't been enough time for the political cronies/insiders to have made their money from the complicated medical MJ system yet.
3. Cops need a bullshite reason to lock up black people.
4. More prisoners mean more money for privatized prisons.
5. Nobody wants to go to bat for it in the state legislature for fear of being branded a stoner, and it's likelyhood of passing and getting to a vote is zero. Nevermind that the people would probably vote it in.

This is a big one. Have spoken with someone in the know regarding investors in the initial entries/openings for the med. marijuana business.

Louisiana's constitution has no provisions for signature driven referendums. Most of the states that have legalized have passed it via referendum.
