Isn't the whole self-proclaimed idea from functioning autists themselves that they are NOT impaired, just cognitively different

We do. There's absolutely nothing that's negatively implied by it and has led to autism pride. It's nice to be recognized and appreciated for having a different mind, whereas that mindset hasn't existed in the past.
I, for one, like that the 'autism' label is starting to be synonymous with a different meaning (unless you're texrider apparently).
