What's the best cleaner for vinyl fencing that won't kill shrubs?

I hired a guy to do landscaping and clean up an entrance area. It's been at least a couple of years (or more) since anyone cleaned the vinyl. He was going to use a clorox solution on the vinyl, but I'm pretty sure that would decimate the shrubs and flowers around it.
Is an oxygenated bleach like Oxi Clean strong enough to remove mildew and algae?

ps - you can use some bleach stuff but soak the nearby plants with clear water BEFORE and AFTER using the chemical on the fence.

You could just scrub it off with a brush or mix the bleach with enough water so it doesn't harm the shrubs.

This. I use jomax and bleach mixture. Just make sure you rinse the plants thoroughly when your done

it all depends how strong you mix it, 2/3 water to 1/3 bleach shouldnt be a problem
50/50 mix might burn the leaves on plants but i still dont think it would kill them

You nailed it. Wet the bushes first. Wash. Rinse. There is really no need for a pressure washer.

Wet shrubs, Jomax, rinse shrubs. Jomax not only works great as a cleaner but also keeps it from staining again.

Jus cleaned all my PVC fencing around the barn. Pressure washer is all you need for most of it. You can use some Jomax for the tough stains but a pressure washer and a little effort should have you cleaned up in no time.
