If I had to guess, I would say he was holding back on what he really knows. I would expect he will go full scorched earth on it if his nomination is completely derailed.

He said that he couldn't have proposed a delay if he was running for re-election.

Now he's running for President. He has to keep his name in the news for as long and as frequently as possible. Trying to curry the independents.

This is what the article says...

It's not clear as to what he meant. But, at this point, Flake should be crystal clear as to what his position is. He's being anything but clear.
