No doubt a dog could have done it, my GSP has done that to chain link fence before.

A dog could do that. We had a german shepherd that absolutely destroyed a chain link pen.
Yep. Many years ago I had a pit that did the very same thing to the chain link fence of her 10x20 cage after I finally put a top on it to keep her from jumping out.
Damn cage was 6 ft. tall and she'd clear it whenever she wanted.

We had the shepherd in the pin, she would dig under, push it around.
Poured a slab and bolted it down, she would either rip the door off or climb out of it.
We just opened the door and let her out after that. She didnt go anywhere, just didn't want to be locked up. I think she was a prisoner in a former life.

Mower deck to close to the fence.

My first guess would be your own dog(s), but don't know their size/breed.
My second guess would be another dog trying to get to your dog(s) to either breed or fight.

Mower deck
I have miles and miles of chain link at the recreation complex....and no less than 100 spots that look just like that.

I'd say your neighbors's riding mower snagged and you are now just noticing.

Armadillo, made holes like this all over my fence.

If it was a mower deck, OP could inspect a little closer and see if there were any noticeable nicks from the blade hitting it. Can’t tell in the pic.

Who cuts your grass?
Do they use a riding mower?
