I work in the areas of national defense that are in developing technologies to counteract encroaching technologies. Test and measurements requirements on new, developing systems isn't always easy, cheap or accomplished through existing means and methods. The current budget means belt tightening in some key areas in order to acquire what's needed in others. Shooting down a hypersonic missile traveling at Mach 5 to Mach 10 (5x to 10x the speed of sound or 3800 - 7600 mph) isn't easy.

Seeing what color something is the size of a walnut at a distance of 5km on a moonless, overcast night takes development dollars and the R&D necessary isn't always going in a straight line.

The agencies and departments, the men and women that I work with don't have the luxuries that you guys allude to. They need every dollar they can get their hands on.

Im with you IB, and if done properly they can be brutally fiscal. Okay boss, the cost of living has gone up by 3% so I need X dollars for my agency. Boss reply....why do I need your agency?

Before the military increase, the one internal audit done by the military themselves said they wasted 100 billion.

I don’t care for most of your posts, but I agree with this. There should be incentives to reduce the budget.

I remember when I was in the Coast Guard and it was late September aka spend down time. I had the opportunity to be stationed at an air station. It was one of the newer buildings/bases in the CG at the time. Spend down rolled around and the CWO4 finance warrant was looking for somebody to have an idea what they could buy. They had about 8 grand to spend. Well everyone was kind of on leave at the time and he told a EM3 to spend it what he thought they needed. Then the CW04 went on leave that day.

Well most units especially the maintenance departments just upgrade and get new tools, but like I said everything here was already new and we already had backups to backups etc.

Well he came to me and said to me "damn man what do you think we need around here?" I said it never hurts to get toilet paper, seems like we are always out. He said yeah bro that's a good idea.

That motherfricker bought 8 grand worth of toilet paper. Routed the PR up to some shitbag SK2 and got it approved.

The one flaw that base had after the remodel was storage. Ill never forget the day the truck showed up to deliver all that tp. The CWO4 was running around yelling "what the frick is?"

I was at that unit for the next 3 years after that incident. All that toilet paper was stacked in pallets in a corner in the back of the aircraft hangar. I went to a support unit after that unit and went back there for tdy about 6 years after all this went down and they still had a pallet and a half left.

Why do you think the result will be better the second time? Be specific. What *specifically* went wrong the first time that you will address this time?

Half the people on this board think federal agencies don't already publish independently audited financial statements, so I'd be amazed if anyone can discuss the problems with ZBB in the federal government even halfway competently.
