Realistically, it is going to depend on whether they can prove LSU's staff didn't inform them of how these tests are administered, what they cover, etc.
LSU claims they gave him all of the information, while Fulton's lawyer claims they didn't adequately prepare him for the test, which partly led to his reaction and subsequent actions.
Question is, does him getting a reduced suspension result in LSU getting hit with not adequately informing their athletes on the policies and testing.

I’m sure LSU would rather pay a fine and have him eligible than ray on him and make him sit out. The football department would at least.

But our compliance department is another story.... those goofs report EVERYTHING, I mean, EVERYTHING. Sure it keeps us clean, but I would love some leeway.

Very positive and welcomed news. The appeal will be heard, and if not a full overturn, possibly a partial, and only miss part of the season. There's some growing optimism, but still not ready to call it a win.

I was told there is a new guy responsible for the decision who is supposed to be more favorable as opposed to the previous one.

I agree. any news is good news at this point At worst nothing happens and everything stays the same. At best he's reinstated and all the talk about finding a replacement opposite Greedy goes away it's been stated by the coaching staff he's one of the (if not the best) corner on the team former 5 star and best player in that 2016 class would complete our defense and lift it to an absolute ELITE level!! Geaux Tigers!!

That is my understanding. Also we expect to know something by August. Next 2-3 weeks is the hope. Best case scenario he'll be reinstated fully then

According to this article, it sounds like the lawyer is doing a really smart job of saying that Fulton is not innocent but guilty of a different infraction that holds a lesser penalty that he has already served.
If I understand this correctly I am actually a little optimistic as well.

The NCAA only considers changing it's mind for one reason and one reason only - lawsuit. Fulton must have a decent case.

Not sure how a lawsuit would work. NCAA is a voluntary entity, and there's no CBA protecting the players. (I'm not a lawyer, so I could be wrong) Lawyers may could find loopholes and wording that helps out the case though.

I asked Keith Fulton on 247 if his opinion would Kristian play against Miami. And he said he was fairly hopeful. Said it was all up to the NCAA. He and their lawyer or fairly optimistic.
