You do realize that the DOJ is a creation of Congress? So Congress does have oversight it would be folly to argue otherwise
Personally, I'd like Congress to use the power of the purse and stop funding for the OSC. These guys are nothing but fishermen going all the way back to Lawrence Welsh and Ken Starr

Congress should slash the budget of the FBI and DOJ in half. They'd get the message pronto.

Congress has oversight over the DOJ. they have oversight over rosenstein. They don't have direct oversight of Mueller.
You don't want mueller providing information directly to congress. You want it to go through DOJ if you are a trumps supporter. Otherwise mueller could document to congress what was done in the trump campaign, and then it would immediately go public. The DOJ provides a buffer.

And you make my point for me. Let's say trump is 100% innocent, this wouldn't stop mueller from sharing something with congress. And congress leaks like a sieve, so everyone would know.

Different Rosenstein memo. The one you're mentioning is Rosenstein's memo appointing Mueller SC and outlining the overall scope of the investigation. It was learned in the process of Manafort challenging his charges within the scope of the SC investigation that Rosenstein had written a second memo (dated Aug. 2, 2017) which more specifically authorized Mueller's scope with regard to the Manafort aspect of the investigation.
As you can see here, though, most of the particulars were redacted.

I think he's saying there may be some things that are politically damaging (or personally embarrassing to his campaign staff and family perhaps) that fall short of indictable offenses.

Congress has had access to sensitive info for months but continue on with the lies
The problem is the pubs want to undermine an open investigation and share the info with Trump. That's all this is. This is like the mob getting to jurors

They’ve strung this out so long, they’ve hit the point of diminishing returns. If he shut it down tomorrow, there’d be a hue and cry in the media but the fact is, he’d suffer minimal fallout with the public. The Dems have badly overplayed their hand.
