Cal. Governor and National Guard

I guess I always thought the State has to be onboard with wanting the National Guard to be called for it to happen. If the California Governor doesn’t want the National Guard on the California border what happens?

President has to have a congressional Declaration Act of National Emergency.
In 2007 the president could have ordered it after a bill was passed to change federal bill 1076, but it was changed again in 2008 to give the power to congress.
The National Guard is part of both the Army and Air Force. The commander-in-chief is the governor of the state.

That doesn't apply anymore. Back then they had muskets, you had to feed the troops and let them crash on your couch. They also had control of the remote. The Constitution was written like 100 years ago..so..

Or he could ignore the National Guard and deploy RA troops to the border. No different than the Air Force, Navy, and CG guarding, protecting, and responding to border intrusions every day.
