People are misinformed. This isn't a budget, it's just an omnibus bill. The spending items are basically suggestions. President Trump can spend the money (or not spend it) however he wants. Obama did this for 8 years.

You don't get it. There is no "justification." These spending items are merely suggestions, they're not binding. Trump watched how Obama used these types of bills for 8 years and he's doing the same thing. It's not a budget.

Trump told us he doesn’t like the Omnibus Bill and then he caved to Congress and signed it.
As someone else here said today, Congress just told him that they will continue spending and just wait out his Presidency so they can get back to their same old ways.
Swamp = not draining.
