As long one person at the business has a license, then employees of the business can arrange flowers.
The lady in the article could have simply applied at established florist and still had a job.

From LDAF website: Retail Florist License
Authorizes the holder to arrange and sell floral designs, cut flowers and ornamental plants. Does not include the sale of woody ornamentals, such as tall trees or fruit trees. Must have a regular employee (minimum of 32 hours per week) at each place of business who is a licensed florist. Does not apply to artificial materials or dried plant materials.
Requirements:
Written Exam – By appointment
Fee – $114
License Fee – $100

La. dropped the practical/flower arrangement exam 8-10 years ago.
There is no way LDAF will give up the money. If they drop licenses, then expect a "permit" instead.

Doesn't say everyone has to be licensed.
Most florists employee more than just them self.
I have an annual pesticide applicator license that is $120/yr.
I don't see the problem with this.

Just a quick google shows Texas has a nursery floral license which covers plants and cut flowers like a florist would sell. It's essentially the same just called by a different name.
I would assume every state department of ag has some way to regulate this to prevent disease spread

I guarantee every florist you've visited has quality products. You may be indifferent on liking the florals, but that's just your opinion. It's still quality.
Without this, you'd have every amateur florist trying to sell shite they grew in their backyard. With who knows what.

Absolutely. It's a checks and balances. The department can verify from where each florist was procuring their inventory and do site checks at the nursery as well.
If you can't afford $100/yr, you should probably not be in business to begin with.

Ummm, I don't think that any florists arranging flowers are out making sure unwanted pests are entering the county. They're too busy trying to arrange flowers to afford the freaking license.... Besides, doesn't the FDA or some other federal agency actually inspect products like this before it enters the country? The license is pointless as it doesn't protect anyone from anything. Ask Mike Strain the last time he or his office actually inspected any shipments of flowers arriving in Baton Rouge...... Never happens.

It's $100. Not breaking anyone's bank, plus everyone doesn't have to have the license. Only 1 person at the business does.

Why would the Food and Drug Admin worry about plants?
You're looking for the The Department of Ag, like the LA Dept of Ag, which is the same one that issues licenses to ensure they know what to look for.
