Believe it or not, rose shipments from S America was a good way to smuggle drugs...
When they get a shipment of roses in, there's always holes in the boxes where they run a camera through, in costumes, looking for drugs...

ETA: I will say I do agree partially that it's asinine to require license on how to arrange flowers, but I do think it is helpful to know the diseases and pests and properly handling to prevent those things.
LA's mechanism is through licensure, other states do other things which I'm sure is built into their taxing structure. So whether it the florist paying it directly or a gov agency that's has it built into their funding, the public is paying for it and the plants are being inspected.

What is more likely?
1) Our state is leading the nation in using these license fees to ensure that our state doesn't suffer from disastrous pests entering via plans and flowers. These fees allow best-in-class inspection programs to protect us. Other states come to LA to learn from our ways.
2) This is a money grab and protectionist racket.

Just properly educated on the reasons these things exist.
Every ag product is inspected by some sort of agency to ensure proper handling and advertising of commodities. Different states use different mechanisms for this regulation.
For florist, ours just happens to be license.

Again, this process is not unique to LA. Other states have chosen different ways of doing it.

No one is preventing anyone from entering the florist career. Take a test, pay a fee; you're in.
Probably minimal money at best since only one person has to have the license at any given florist shop.
Protectionist racket would be appropriate in the Fishing industry with catch shares and quotas only being awarded to a few.

It's in committee from what I can tell. It'll probably be amended to follow along the line of other states that require a nursery license to sell plant products to the public like Florida and Texas or maybe like Georgia who requires a florist to be licensed if they sell plants it pots.

You're missing the point of my response. Not pointless to do what you are saying, pointless to tie this to the Florist and charge them for a license. It has nothing to do with Federal inspections. It's a local money grab for the state. None of that money is used for what you are defending. None of it. The Feds are doing this already, get it now? It's just a annoyance for a mom and pop operation that just wants to sell freaking flower arrangements. It would be like licensing someone to mow grass. You have an occupational license for a business but don't have to be certified or licensed to cut grass.

No they are not. States handle this.
Texas, Mississippi, Alabama, Florida, and Georgia all have state mandated inspections of plant products. Some of which even extend to florist.
Texas and Georgia for example mention"cut flowers" and "florist" directly in the license requirement.
The other states require license of all plant producers and tagging of all plant products to be sold, like flowers.
Every state regulates this with an accompanying fee.

With Texas specifically we are doing exactly what they do, plus a test
Their license is called a nursery floral license. I'm pretty sure I mentioned this to you directly earlier.
$75 For Floral Shop
Something like Georgia does makes sense. Licensure if you sell potted plants, which almost every florist does. Get rid of the Test and just perform regular inspections of the shop.
