Think about it for one minute before you post.
Who are the ones that want the incentive? Of course the rates won’t be down yet.
They were down last year FWIW and are expected to be down this year. How much? We won’t know until after it is all said and done.
I renewed mine because of my grandkids. It took EVERYTHING in me to do so. Having them for as long as I have is the bitch of it.

It means that for two years in a row, there a drop in people renewing tickets. It simply means, the negative drop was lower two years ago, but people there are still people not renewing tickets......
