This could have unintended negative consequences. For example Canadian steel fabricators undercutting US steel fabricators for O&G and chemical plant equipment (already happening as it is because of exchange rates), because the Canadians can import their steel in from wherever without a tariff, and then sell the finished product to a US based company with no tariffs.
Someone’s always gotta be the loser with tariffs, just giving an example I’m very familiar with.
