As someone who uses both frequently, I can tell you that a subway is flat out better than a bus.
More reliable schedule, less frequent stops, smoother ride, no worries about catching lights or traffic.

Exactly. Busses suck because they share the same travel lanes with cars, meaning they will ALWAYS be slower than driving. Subways and proper light rail projects don’t. They have dedicated travel ways that agoid traffic lights and accidents meaning they at least have the possibility to be faster than driving.

Supposedly, a later phase was going to extend the tram to BTR and Southern in the north, LaBerge to the South, and BRCC to the East (this leg would include a stop at the BR/NOLA train station).
The problem is two-fold:
1. Incompetent corrupt officials we can’t trust with our money to design, build, manage, or maintain infrastructure properly
2. Short sighted yokles who see phase 1 of 1 part of a much larger plan and can’t see how the pieces fit together. They can’t see a future need. They can’t see how one piece can get the rest up and running. They can’t see that while their neighborhood isn’t a part of this phase, it could benefit big time in future phases. They delay and want the development before the infrastructure and then b$tch years later about how expensive new infrastructure is.
The problem is two-fold:

I could understand it if there was a major residential area being connected to a major business area, but what good would a team connecting downtown to lsu do? Lsu students go to class at LSU, not downtown. People who work downtown do not live on LSU's campus. .

You do realize that programs such as ride sharing, bike sharing, charging stations for electric-powered vehicles, dedicated bike lanes, and even trams are present in some of the most progressive and vibrant cities in America.

As downtown continues to add housing, a lot of students are moving downtown.
Students are increasingly going downtown to drink.
A ton of apartments for students and recent grads are going up along nicholson between campus and downtown.
This would also connect the water campus to downtown and LSU where many of their researchers also work and live.

You're focusing on what the current dynamic of downtown is. Part of the tram's purpose would be as a catalyst to grow downtown.
In other words, the tram doesn't have to be built because there's already a need. Building the tram can help create the need.

None of this is in North BR, though. Investment in the wrong part of town.

No it isn't. The Tram had nothing to do with the train to NO. The Tram was all about connecting LSU with Downtown. Sure you could add onto the Tram system but it was all pie in the sky. It never made much sense to me because I could never see the demand; nor the practicality of it.

Exactly what I've been thinking. Sure there are some that would make the trip, but they are basically taking two different entities and saying they need to be connected when there isn't a big reason for doing that.

The problem is with limited resources (EBR has to come up with an 85 million dollar match if the Feds give us the other half), if we did have the money there are other things EBR needs far greater than building a Tram in hopes it stimulates the overall economy.
And remember the initial outlay of 170 million (local+Federal) is to build the system, operating costs and expenses would have to be subsidized by taxpayers on a yearly basis.
