Second interviews, I think you have to take a half day to make sure your prepared for it. I mean frick, had a Skype interview Tuesday with a company in Seattle that went almost two hours long.
Tomorrow though, I’m talking with someone in a completely different field about working in Disney. hope I don’t screw this one up.

Do you know for a fact they've offered the job to someone else?
If not, I'd call the recruiter and request a face-to-face. Maintain that the circumstances of the call were poor.
Naturally, you need to get your arse to the other side of Texas on your own time/dime - but it may be worth it.

She was probably not impressed since you were dumb enough to stand out in the freezing rain instead of going sit in your car or finding some type of cover.

Negative. Felt the second interview went well as well regardless of the circumstances. Hind sight being 20/20, I just wouldve been more prepared. Did not "Blow off" anyone.

Lol, car is on the other side of the building. Hind sight being 20/20, yes I wouldve told her I needed to call her back and found another spot to do the interview. Thats kind of the point of the post. Nobody to blame but myself.

Sorry to hear that you missed out on your opportunity, but there is something about your post that perhaps you should be aware of.
I've hired alot of people over the years and I've had alot of people leave for other jobs.
If an applicant faxes or emails a resume from a current work number or account, they get zero consideration. There better not be a postal meter stamp on a resume envelope. If they do it to their current employer, they will do it to me.
If an applicant wants to do a call or meeting while on duty at their other place of employment, I will never extend an offer. They are stealing salary from their current employer. If they are employed, they have to make it clear when we can schedule interviews around their current job or that they are taking leave so as not to mistreat their current employer. If they do it to them, they will do it to me.
If the second interviewer picked up on the fact (or got the impression) that you were doing these interviews while actually at your current job, that may have been the deciding factor. For me it's a deal breaker every time.

I set up both interviews where they were clear that I was on lunch time.

you got played by the recruiter. they routinely string people along making them think the job is in the bag as a measure to make sure you stay interested and do the interviews... which, lead to their commission.
