Fence question about ground spacing

Friend had a fence build and the ran the pickets level across the top, even when the ground dipped a bit and let a 4” gap between the ground and fence, here is a picture to help. Is this correct? To me they should move with the ground in a non drastic manner.

That looks like shite

The should’ve kept the top level, but a few inches lower, and cut the boards at the bottom to fit the ground.

Hope it wasn't intended to keep dogs in.

no idea what's correct, but aesthetically IMO
gently sloping land - fence top/bottom should follow
jacked up turf - level fence top/bottom and fix your yard (this is your friend's situation)

I had this issue and did mine about an inch above the ground and cut the dogears. The fence wasn't the same height in all places but it looked better

It should gradually dip when there's a slope. It's hard to tell but his yard looks like it has a bunch of random dips or ruts. Probably should have leveled his yard before he built the fence.

Does he want his dog to get out?
Because that's how his dog is going to get out.

The top of the fence should be level or a gradual dip, not peaks and valleys the entire way.

Level the fricking ground...jeeez

all he needs to do is throw some topsoil along the edge of it when spring rolls around and let the grass do its thing. It'll look fine after that.
I recently built a paneled fence that just looked better off the ground a bit. What you can't see is that I have the rocks solidified in place so the pups cant dig out.

For residential, dig out and run a treated 2x6 w/ bevel edged "rot" board along the bottom.
***I'm not even going to comment about the knotted up pickets used.

When the grass starts growing in the spring you will not notice the gaps
