Most of my students report getting their permits within 7-10 business days.
P.S. Good Morning
P.P.S. Most of the staff at the CHP unit are exceptionally friendly and helpful. The woman you encountered is likely a clerk who was assigned to man the counter. The people who actually process CHP's cut from different cloth.
I won't post any particulars, but this week (two days ago) the CHP unit reached out to help one of my students who is due to renew her permit. This lady is pregnant (and thus can't shoot firearms), and has a job that really necessitates going in to "higher crime" areas (and thus necessitates CCW). I was truly impressed with the professionalism of the Trooper who assisted.
