So by their criteria, if a black woman gets a gender studies degree and can't get a job she's more educated than a white male HS graduate who makes $80k as a welder?

Did you actually fricking read the original source? Because it appears the author of the article didn't.
"In contrast, the share of certificates earned by White students decreased from 59 to 54 percent during this period. The shares of certificates earned were similar in 2003–04 and 2013–14 for Black students (19 percent)"
The table says that black women received 66% of the degrees awarded TO BLACK PEOPLE, not the entire population.

Degrees awarded means nothing, affirmative action means that black women have the lowest standards for getting into college of anyone. The system is a total joke. I've seen black women with ivy league degrees that were dumber than a door knob. It's a laughable statistic.

It actually said Black women get a lot more degrees than Black men, and then it went on to say there are a higher percentage of Black women in some sort of college program than other groups.
It made no statement if degrees are earned or what type of programs they may be in.
An AA program in a community college is counted the same as a PhD program at an Ivy League school in that article.
The take away may be Basic Educational Opportunity Grants are great for community college enrollment.
