I find it so strange, that when government monopolies (ACA, for example) are enforced, we are supposed to hate it, but with free market monopolies are enforced, we rejoice it as a win for capitalism

Capitalism?
The item being regulated was a DARPA creation & project for 20 years, created and paid for by our tax $.
When private citizens and/or corporations invent something, so nuts squeezing that orange for all you can get. But don't jerk me around over something made with taxpayer money.

It had been in effect for the entirety of the internet's existence.
The federal government was asked to step in by the prior private regulator ICANN because they had been outsmarted and out-muscled by the ISP's new technology.
What this decision does is allow ISP's to do in the open what they had started doing fraudulently prior to the FCC stepping in.

That’s because monopolies can only be created by governments because only government can prevent competition. If in a free market a company gains a huge market share it is because they offer better and or cheaper products which people willingly buy. Microsoft for example in the 90s was the boogie man because they had 90% market share in OS. Did that result in computers being something only the rich could afford? It MS charging more for Windows? Hardly and now just 20 years later it doesn’t even matter because substitutes are available namely mobile devices using Android and iOS.
With cable ISPs they are a monopoly because governments created and protected them. Neutrality would have prevented AOL from existing and that brought the net to the masses.

well it included the codified laws for NN
so, yes, it is NN
the 2004 stuff was just principles, it granted no power to the FCC if ISPs violated those principles, which is why the FCC lost lawsuits against Comcast and Verizon in 2010 and 2011

Feel free to correct my ignorance by offering examples of monopolies created by free markets where competitors and substitute products are not allowed into the market.
