Chuck Rhoades from Billions. Such a completely unlikable, albeit necessary, character.

Bill Rawls shouldn't even be near the top of your list.
Dude was just trying to survive like the vast majority of us do. On top of that he had to repress his true sexuality. Dude was a steadfast trooper if you really think about it.

I realize that's painting with a broad brush but I look back on the DOJ under holder and lynch, and now sessions, and I'm not filled with a good feeling about the lot of them.

I don’t necessarily disagree with your reasoning, it is the world we live in, I concede that. However, Rawls epitomizes the “that’s just the way things are” reality, and I despise it. Basically, your job becomes more about protecting your job, than actually doing your job. Lying, cheating, backstabbing and everything else is fair game, no matter who or what expense it is at.
