My alcoholic neighbor keeps asking me for money for alcohol

This guy is the boyfriend of my neighbor and he's an alcoholic. He's in his 50's, he's had multiple health issues the most recent being colon cancer in which he had his colon removed and he now has a colostomy bag. He's always drunk. Always. We're talking falling down, cracking his head open and needs an ambulance drunk. Whenever he sees me outside he asks me for money for booze. Recently he has started knocking on my door, OBLITERATED, barely able to speak asking for money for booze. I haven't given him money and I refuse to do so.

He has asked other neighbors and they call the cops on him and the cops just tell him to go home. I'm not going to go that far, but what can I do? His girlfriend works all the time and she's never home, so I can't just tell her to deal with it. I feel bad for the guy, but it's getting to the point where I fear my doorbell ringing because it's probably going to be him.
