How does he know that they don't care? Is it because they don't resist or get pissed off right off the bat?
The only thing that matters in this particular instance, is Katy Perry and her response. If she's like "Big deal!" then its a dead story. If she demands an apology or makes an accusation, then we have a story.
ETA: Also, unwelcome “grabbing them by the pussy” would be sexual assault.

This just tells me you don't know what constitutes sexual harassment. Or sexual assault for that matter. These are generally not things that 3rd parties can legally contest.

Scenario 1: A guy likes to tell dirty jokes to a female co-worker. She has no problem with it. Not sexual harassment.
Scenario 2: A guy likes to tell dirty jokes to a female co-worker. She is fed up and complains to HR. NOW its sexual harassment, especially if he keeps doing it.
Interestingly, I had a manager not too long ago who got a boob job, and she was out of work for a week. When she got back, of course she caught me taking a gander at the new goods. Her response: "Oh that's OK, go ahead and stare! These puppies weren't cheap!" Not sexual harassment.

Actually, this is completely wrong. You don’t even have to be a party that’s involved. If you and a coworkers are sharing a dirty joke between each other or you happen to be looking at porn on your phone and a coworker over hears it or sees it, they have every right to claim sexual harassment. Why? Because according to them, you are creating a hostile work environment or you’re making them uncomfortable. Have you never been through a sexual harassment class at work before?

Yes I’ve been through more managerial hours of training on this than I would like to admit. The casinos out here are real sticklers for it. But you are correct on the “overhearing” or even accidental viewing of objective material. If that person is offended and makes it known, it becomes sexual harassment. By definition, the person offended IS involved, actually.
