I don't think he is the best, but he is definitely in the Pantheon of greats.
A few years ago, PBS did a special fund raising effort with Paul Rodgers fronting the remaining members of Queen. He was incredible.

One of the best and most influential singers of all time. Not in the HOF? Silly.

Love some Paul Rogers and Bad Company. This is a great album he did years ago.
Has great guitarist helping such as Buddy Guy, Jeff Beck, Slash, David Gilmour, Steve Miller, and Gary Moore.

Ian Gillan
may include Michael Jackson, Prince and Bruno Mars in the mix since they have performed rock music therefore rendering them rock vocalists in that respect

MUDDY WATERS
A. Not a rock vocalist
II. Even if we counted black blues men, but also included clearly black rock vocalists? Not even close.
First of all, if Muddy Waters is rock, then Ray Charles is definitely rock - so that's a tough row to hoe right there.
If Muddy Waters was rock, was Aretha? If so - that's like comparing apples to plutonium.
But, I digress...

No but for a 70 yr old he may be the GOAT
While I'm sure no one will be nominating him for GOAT, I think Sammy Hagar has always been underrated for some reason, and I doubt there's any 70 yr old singer who rocks harder than Sammy. Here's Sammy at a mere 67 yrs old:

Name another old geezer who can sing like that.

Voice wise - he's on the list.
Catalogue wise- not even close.
He's like the Eddie Van Halen of vocalists, he has the chops but ultimately not the songs.
Oh Van Halen fans are going to DV the shite out of that.

I get that - Free is one of the GOAT one hit wonders. Half that band was the core of Bad Company - Bad Company was a 2-album wonder, but man that was some good shite. As good a rhythm section as you're going to find and Rodgers' vocals.

Meh - the body of work is there if you look. Van Halen, much more so than the NWOBHM is the catalyst for hair metal of the 1980s - essentially a Los Angeles scene epitomized by Motley Crue. VH are The Beatles of hair metal.

I agree with all that. Unfortunately it's still music for 14 year old boys . I was once a 14 year old boy so I get the appeal of VH.

There are too many variable to say who is best:
Voice
Showmanship
Stage presence
I'll say Mercury or David Lee Roth are the best "frontmen"

They were a bit more than that (and yes...good shite!).
Bad Company
Straight Shooter
Run With the Pack
Burnin' Sky
Desolation Angels
All of these were great, although the first three are probably considered more "classic". Burnin' Sky is actually my favorite.

Fair enough - the assertion that they were music for "14 year old boys" - I mean this was the '70s rock and roll - AOR and all that. But, I think, lyrically, there was a lot of meat to Shooting Star and even the song Bad Company. Certainly told more of a story than the average AC/DC, ZZ Top or Van Halen song did.
I don't get very deep into their catalog, but Bad Company has 6 to 8 legitimate classic rock hits and, I'm probably alone, but I liked a couple of the Holy Water tracks without Rodgers.

Definitely up there. As is Freddy Mercury. Others mentioned Robert Plant.
I always wished I could sing like Roger Daltrey.
Rob Halford was pretty darn good too
