Believe so.

Panicking drivers do desperate things that put others at risk.

I believe most studies are suggesting that the cops do enough to get plate info and then back off once it gets too hazardous to other drivers.

You can always go get the driver at other times at their home or work.

How do you prove the owner was driving the car then? And what about stolen cars.
