President Trump Proposes 1.9% Average 2018 Federal Employee Raise

"The presumed federal employee raise in 2018 has been 1.9%. The deadline for the White House to propose a pay rate increase was August 31 and that was done on the last day. The presumption of an average raise of 1.9% is still intact. The letter from the president is typically issued just a few days before August 31st.
This year is no exception.
President Trump has now issued the letter that verified his intent to move forward with an average raise in 2018 of 1.9%. In this letter, President Trump wrote:
I have determined that for 2018, across-the-board pay increases will be 1.4 percent and locality pay increases will average 0.5 percent, resulting in an overall average increase of 1.9 percent for civilian Federal employees. I will specify locality pay percentages for each locality pay area by Executive Order before the first pay period in January 2018. These decisions will not materially affect our ability to attract and retain a well-qualified Federal workforce.
For those who pay close attention to this issue, you may recall that the average pay raise for 2018 amounts to 1.9%, as previously announced, and not 1.4%. The difference is locality pay. An additional amount of 0.5% was allocated to locality pay for 2018. The actual percentage of the 2018 raise will vary between different locality pay areas. The actual amount of the raise in locality pay areas may not be disclosed until December."

You still get step increases based on years worked, this is just an increase to the base pay, which hasn't increased much in the past 5 years.

So he is basically following the raises seen in the private sector? Very close to the inflation rate. What is the issue?

percentage raises only increase the gap between the low and the high. give everyone the same across the board. the pay dif between e-1 and o-1 is $1500/month, in 1990 it was 700.

The term "raise" doesn't mean the same thing in the public sector as it does in the private sector.

Not sure of what you are asking? How is it different in the private sector? Are you saying someone that gets on with the government should stay at the same rate throughout their career except for increases matching inflation? Experience doesn't matter? I took about a 40% pay decrease when I went to work with the government. I enjoy what I do, most days, and I have some opportunities to work on interesting projects.

If I'm not mistaken we have base pay then add on locality pay.
Once you have locality pay then COLA is is additional on top of that. So within a locality you can have different Colas. (I.e. Anchorage AK is 0.0422 while Bethel,AK (in the bush) is much higher COLA

So he cuts the number of federal workers and then proposes a 2% increase? I'm ok with this. It increases production with fewer employees

No. We are talking about a raise across an entire group of employees. A government employee, every year, will get a cost of living increases plus an experience increase. Taken together they outpace inflation and wage increases / "raises" in the private sector. Additionally, if they get promoted to a new job, they get any increase in pay there.
On top of those, when a "raise" is applied across the board in government, that is an additional amount per year, like a second raise.
Someone correct me if you think this is wrong.

In the GS pay scale if you come in as a GS12 step 1 you will get a step in crease every year until step 5 or 6, after that it is every 3 years until you top out at step 9. This is in addition to COLA. If you want a GS13 job, it is not just a promotion, you have to find a GS13 job opening, apply for it and compete for it. There are other pay scales now like NSP and ACQDEMO that are being experimented with which I like where an organization gets a pot of money and disperses it based on merit.
