It just amazes me that multiple people can miss a ship the size of Rhode Island for such an extended period of time that it actually makes contact with their own the ship.

If we want to get technical, 4 ships in total. One more collided with a Korean fishing vessel and another ship ran aground while trying to anchor in Tokyo Bay.

Granted.

Still, you're taking the addition of another ship out of the equation.

I can say with certainty the collective nautical knowledge of a merchant cargo ship from Asia is less than that of a USN ship.

It's really not their fault. Junior enlisted will do whatever they think they can get away with. Their NCO's officers have a responsibility to make sure they do their jobs.

There's plenty of people watching the radars. There's the bridge where they plot, coordinate, and steer the ship... and then there's an intelligence room with several people in it watching radars 24/7.
