Where does Francis Underwood rank among tv villains?

He is one of the greatest characters on one of the worst written shows. He could be top 5, but they shite the bed with the story.

They shite the bed with his character. It's gotten ridiculous. Honestly I think Game of Thrones alone has 5 better villains than Frank Underwood: Tywin, Cersei, Joffrey, Ramsey, and Littlefinger.

yep.
Frank is flawed by his writing.
He seems to be more lucky and taking advantage of opportunities than an outright schemer.
I would almost argue that Claire is more strategically evil than Frank. So he may not be the best villain on his own show. Frank has done a shite job of covering up his crimes.

I'm coming to the conclusion that he is not in the top 50 (nevertheless the Top 5) and I'm thinking Claire is over him.
Lots of animated villains are over him as well. shite, can anyone say he's over Mark Hamill's Joker?
