Shhhh, they all think it's better now than it's ever been.
Shhhh, I remember being able to actually walk both sides of Canal street with my Grandparents shopping all day and then finishing the day off with dinner at The Roosevelt. The last time I brought the mothers to The Roosevelt for Mother's Day some fig gutter punk cussed at my Grandmother while she was walking down the stairs.

Why can't the police take the info over the phone? Once I got out alive after having my car shot up, I don't think I'd turn around and go back.

If I still lived there, I'd be looking for a way out.
If you're just some little SJW transplant from Alabama, or Austin, and never knew the city when it actually had a real identity, you won't understand.
It's full of douche bags and try hards now who don't have clue. You're probably one of them.

What do you suggest the police do? Someone from out of state called and said they have a bullet hole in their car that may have been fired somewhere in New Orleans while they were driving. They also left their car unattended for who knows how long while on vacation so that sure doesn't help narrow things down.
The occupants of the car couldn't be troubled to make a police report by stopping or using a phone somewhere but they think the police should treat it like priority one.

In 2003 I got shot at on I10 around Irish Bayou. At the time I thought it was something on the road but once I stopped for gas I noticed three pellet holes in front of the side mirror which looked to be from a shotgun. This happened around 2am.

Does it say why their phones would only make international calls? Maybe I missed it.
And even a turned off phone is "supposed" to make emergency calls.

After getting the rudeness and run around on the phone and being shot at, I can promise you I'm not going back to that dump for more abuse.
I had to deal with NOPD one time for a report, totally waste of time and very unprofessional for a very serious crime.
They should be able to take pic's and fill out a report with their local cops and email it.
Do they have camera's on the High-Rise?

I checked with New Orleans. It still doesn't care what you think.

What should they have done? This lady is upset, understandably, but she has no business being mad at NOPD for telling her she needs to come back to New Orleans to file a report. There is no reason for me to believe they were being condescending as you say.

Damn, you can't even make it through on the interstate without getting shot at?
Should I just take I-55/I-12 all the way around New Orleans next time I'm passing through?
