Multiply the wage shown by 160 to get the salary per month. Take 30% of that to get the cost of rent.
For Arkansas, 30% of monthly salary at $13.72/hr is $658.56

Sounds right. You can definitely find a decent two or three bedroom that needs some gutter work in Bentonville-fayetteville for that.

Having been to the islands several times, it's really depressed as far as most of the locals go. Take Oahu... It's rather incredible to drive from Honolulu north to the North Shore. Some of the prettiest views you could ever see. It's mind boggling to see the poor up there, though. 50 million dollar views while living in run down homes. Cars broken down and vandalized literally on the side of the road and no one moves them. Waikiki is littered with homeless.

Where does the "rent should not exceed 30% of your income" recommendation come from, exactly? I didn't see it in the article.

Wages in Hawaii are pretty flat. It's expensive because so many people from the mainland and Asia own property there.

This is stupid. Rent cost is gonna be completely different depending on location within any state. For example, rent in Nashville proper will be much different than rent in a town like Crossville

Hell yeah. I'm living in the cheapest state, and making better money than I have in my life. Arkansas has been treating me very well.
