I wonder exactly how they will implement this.
The network has a "network element" that is in charge of applying policy and services charge to an account but you would literally have to blacklist the entire porn web for this to be effective. Also, will this just be LTE/WCDMA/GSM networks or include WiFi with a Provider back haul?

I don't think a tax may necessarily be the best way to combat this, but you're correct, I believe it is becoming an epidemic health problem.
