Isn't Westbrook dead last in the league at expected fg% of the man he's guarding?

Ie the player he guard shoot higher when Westbrook is 'guarding' him than any other player In the league?

A lot of defensive metrics are influenced heavily by team defense so you can toss some of those out.

He's 10th in terms of guards who have played at least 55 games.

ETA: Westbrook is 10th worst, out of 98 guards

ETA2: Harden is 31st worst, out of 98 guards

Is on/off defensive rating one of those? Is that one influenced heavily by team?
